Before it can read anything
AutoScan is software. It talks to your car through an ELM327 adapter that plugs into the OBD2 port under the dashboard — USB for a laptop, Bluetooth for a phone or tablet. We no longer sell hardware, so buy whichever adapter you prefer; AutoScan works with any of them.

The ECU Tuning Pack and the ECU Repair & Diagnostic Training Guide are add-ons that work with any edition. Both are already included in ULTRA and ULTIMATE.
Questions
Yes. The Tuning Pack is included in ULTRA and ULTIMATE, so there is no reason to buy it separately — the site will stop you if you try.
A diagnostic ELM327 adapter for the diagnostic side, and a suitable programming interface for reading and writing modules. ULTRA is software and reference material; it does not include a programming interface.
Honestly, usually yes. If you are reading codes and checking live data, Enhanced or PLUS is the right edition and ULTRA is money spent on tools you will not open.
